I would like to congratulate you for entering into the league of people who have asked this classical question which has surfaced more times on any Q&A platforms than anything else for MBA aspirants.
First of all, in order to answer to your question I would assume that you are asking about doing MBA in Finance vs HR (description is a bit confusing for me). In can be answered in keeping one or more of the following aspects:
Interest area/Passion: I have done my Bachelors in Computer Science and now I am pursuing Masters in the same field. If it wouldn’t have been for my love for computers and technology, and how IT is revolutionizing the world, I wouldn’t have felt half happy in doing what I am doing now. We spend more than 40% of our wake up hours in offices in our lives. So, if we are not doing what we love, we won’t be doing justice to us and to the field.
If you see yourself as more a people’s person rather than dealing with numbers and equations than HR is the right fit for you and vice-versa.
Future prospects: But if you are one of those persons who can diligently work in anything that provides you better prospects that I would personally vouch for MBA in Finance as you’ll be more close to the business and not just the People management in the organization. Also, statistics who that few years down the line Finance people enjoy better salary compensations than their HR peers. (If money is your priority)
I hope this answers your question to some extent.

MBA- Finance could be a better option compared to MBA-HR, since a Finance person can surely handle HR, but not the other way round. Finance does have more opportunities compared to HR. HR has already has lot of professionals, and highest number of un-employed / employed in doing some other jobs.

In my opinion, it choosing between finance and human resources really depends on what your interests are and how you want o proceed with the development of your future professional career. If you think that you will be happier studying finance then that may be the better choice and vise versa. I believe that many others would agree in my conclusion that finance is field of study that requires a greater degree of logical thinking while human resources requires more creativity and higher degree of interpersonal skills. It may be important for you to keep skills like these in mind when choosing a field of study.
